Job Background/Summary
Catholic Relief
Services (CRS) has operated in the Democratic Republic of the Congo (DRC) since
1961 and currently implements a diverse portfolio of programs valued at $23.8
million (FY19) in the sectors of emergency response, health, education, food
security/agriculture, livelihoods, water and sanitation, peace building and
protection. Project funding comes from a diverse portfolio of public and
private donors including USAID, the European Union, various UN Agencies, and
private foundations. The DRC country program (CP) has over 150 national and
international staff operating out of a national office in Kinshasa and
sub-offices in Kananga (Kasai Central), Lodja (Sankuru)), Goma (North Kivu),
Bukavu (South Kivu), Mbuji-Mayi (Kasai Oriental), Lubumbashi (Haut-Katanga),
and Kalemie (Tanganyika).
Specific
Responsibilities:
The DRC is faced with
continuous humanitarian emergencies, particularly in the provinces of North
Kivu, South Kivu, Tanganyika, Haut Katanga and more recently the Kasais. In
Tanganyika, CRS implements a program with support from USAID (combined OFDA and
FFP funding): Displaced and Recent Returnee Households Invite Recovery in DRC
(DRIVE). CRS collaborates with three diocesan Caritas partners to execute the
project. Through the project CRS focuses on providing critical humanitarian
assistance to conflict-affected internally displaced persons (IDPs), recent
returnees and select host populations.
The current phase of
the project DRIVE began in September 2018. Through a multi-sectoral approach,
CRS provides households (HHs) with lifesaving assistance through the provision
of food and non-food items (NFIs) through direct distributions and voucher
fairs. These interventions require close coordination and harmonization of
approaches with other emergency response mechanisms in Tanganyika, especially
the Rapid Response to Population Movements (RRMP) program and the World Food
Programme.
CRS DRC is looking for
an international-staff Emergency Fellow to support DRIVE for a 6-month period.
The TDY will assist in the organization of food and NFI fairs or distributions.
This would include:
- Developing detailed implementation
plans with the implementation teams
- Reviewing documentation and key
messages prior to activities
- Working with programming and
operations staff to ensure smooth communication of plans and timely
submission of requests
- Assisting the Senior Project
Officer (field coordinators) in supervision of field activities -- travel
to field to supervise the implementation of targeting, fairs and
distributions. This would also include working with partner staff who
assist in field implementation and providing feedback after activities on
improvements to make.
- Leading after-action reviews
following key events
- Participation in Cluster meetings
She/he will also shadow the DRIVE PM in budget management,
learning the basics of budget approval, review of financial documentation and
participation in monthly budget reviews, with a level of approval on the budget
up to $1,000. The Emergency Intern will be given opportunities to practice
these skills.
She/he may also support emergency projects or business
development in other areas of the country.

Internal: Emergency
coordinator, DRIVE PM, Kalemie Head of Office, DRIVE project officers and
operations staff, Business Development Specialist, Head of Programming, Deputy
Country Representative for Programming, MEAL Coordinator, Gender and Protection
Technical Advisor.
External: Local
and international NGOs present in Tanganyika, cluster coordinators, Caritas
staff, local and provincial government officials, vendors, members of affected
communities.

Qualifications:
- At least two years' experience
working overseas in developing countries, particularly complex operating
environments.
- Professional experience and
academic training in the area of international development, program
management, monitoring and evaluation, or other relevant fields.
- Strong verbal and writing skills
in English and French.
- Experience coordinating a team:
supervision, budget management, program planning, monitoring and
evaluation.
Travel: The position will be
based in Kalemie and will travel to field locations in Tanganyika province
depending on the security situation.
